These are patterns, not proof. A storm can create both sewer surcharge and high groundwater. Water can also travel behind finished walls and appear far from its entry point.
If the water may contain sewage
Avoid direct contact and keep children and pets away. Do not use electrical equipment while standing in water. If water is near the electrical panel or energized equipment, contact the appropriate emergency professional. Photograph the entry points and water level only when it is safe.
Use the London sewage-backup action plan for the immediate response. Cleanup is separate from a prevention-grant application: urgent health and safety work may be necessary, but starting a new grant-funded prevention installation before written approval can make that work ineligible.
What a backwater valve does—and does not do
A backwater valve is installed in the sanitary building drain to reduce reverse sewer flow into the home. It needs access for inspection and maintenance, and the proper device and installation depend on the plumbing layout and applicable permit requirements.
It does not pump groundwater away from the foundation, correct poor surface grading, empty a window well, or replace a failed sump pump. That is why a quote that treats every type of basement water as a “backwater valve problem” needs more investigation.

What a sump and foundation-drain path addresses
A sump system collects and moves water from an approved drainage setup. The complete path may involve the existing weeping tiles, a new sump pit and pump, discharge routing, a storm connection, or a reverse-grade driveway system. Those are not interchangeable line items, and the City publishes separate caps for them.
The current program page lists a $4,000 maximum for a sump pit and pump with existing weeping-tile disconnection, plus a separate $2,400 maximum for additional weeping-tile disconnection. How the City grant path changes
The program is application-first. Confirm property and proposed-work eligibility, obtain the required number of itemized estimates, submit the application, and wait for written approval. The by-law calls for one estimate below $5,000, two from $5,000 through $10,000, and three above $10,000. Approved work may then require permits, inspection, paid invoices, and proof of payment before reimbursement.
