Can I start the work now and get reimbursed later?
No. Under the City of London Basement Flooding Grant Program By-law A.-7562-160, the program is not retroactive. Any work started before written City approval is ineligible for funding. You must wait for the City to review your quotes and send an official approval letter before your contractor begins any construction.
Does the grant cover 90% of my entire contractor's bill?
While the grant covers 90% of eligible construction costs, there are strict "caps" on how much you can receive for each item. For example, the maximum for a backwater valve is $1,800, and a sump pit and pump is capped at $4,000. You are responsible for any costs exceeding these limits, though the City offers a 10-year loan for the remaining balance if your property taxes are up to date.
Will this grant pay to fix my finished basement or foundation cracks?
No, the funding is strictly for mechanical flood prevention devices like pumps and valves. It specifically excludes any cosmetic restoration, such as replacing drywall and flooring, and does not cover foundation wall or floor crack repairs. Do I need a permit and an inspection to get paid?
Yes. By-law A.-7562-160 requires the necessary plumbing or building permits before approved work begins, and permits must pass inspection before grant funding is issued. Sump pump discharge work also needs to comply with City Drainage By-law WM-4.
My current sump pump is old—can I use the grant to replace it?
No. The grant program does not cover the maintenance, repair, or replacement of existing sump pumps or pits. Funding is only available for brand-new installations designed to disconnect your foundation drains from the City sewer system.
