London Basement Flooding Grant Eligibility Requirements (2026)

Who May Be Eligible?

The practical starting point is an owner applying for an eligible residential property in London before any related construction begins. Eligibility is not established by postal code, neighborhood, home age, or a contractor's opinion. The City reviews the property, applicant, proposed work, estimates, timing, and supporting documents.

Current Eligible Work Categories and Maximums

The program currently reimburses 90% of eligible cost up to a separate maximum for each approved work type:

backwater valve — $1,800;
sewage ejector and holding tank — $6,000;
sump pit and pump with existing weeping tile disconnection — $4,000;
additional weeping tile disconnection — $2,400;
storm private drain connection — $7,000;
storm building sewer — $3,000;
battery backup installed with a new sump pump — $1,400; and
reverse-grade driveway sump pit and pump — $4,000.

A battery backup added to an existing sump is not eligible under the current program page. Enter each proposed line in the item-by-item grant estimator rather than treating these caps as one combined allowance.

Estimate, Approval, and Inspection Requirements

Plan for one contractor estimate below $5,000, two estimates from $5,000 through $10,000, and three estimates above $10,000. Estimates should be comparable and itemized. Submit before work begins and wait for written approval. Approved construction must follow the permit and inspection path that applies to the work.

What Does Not Prove Eligibility

Living in an older or frequently discussed neighborhood.
Having a pre-1985 home without confirming its drainage connections.
Receiving a contractor quote or verbal promise that the City will pay.
Owning a sump pump or having experienced a past flood.
Getting a result from an independent online tool, including this website.

What Usually Causes Problems

The common failure points are starting too early, using the wrong number of estimates, submitting a quote that is not itemized, mixing eligible prevention work with unrelated renovation costs, assuming an existing-sump battery backup is covered, or missing permit and inspection requirements.
